ROBERT WIBLE & ASSOCIATES - Preparing You For the Future!

Founded in January, 2006, Robert Wible & Associates provides research, administrative and technical assistance to state and local governments to aid them in identifying and taking actions to eliminate barriers to effective and efficient administration of their building code and land use regulatory processes.

Those services include:

  • identifying and working with key stakeholders in a jurisdiction to enable the state or locality to develop and conduct a program of regulatory streamlining

  • developing streamlining and information technology assessments (roadmaps) for jurisdictions to better manage work flows and eliminate/reduce barriers to effective and efficient code administration and enforcement

  • identifying and conducting procurements to acquire appropriate information technology to improve the effectiveness and efficiency of the regulatory process.

  • writing and submitting grant proposals to aid jurisdictions in funding streamlining and IT applications.

Robert Wible & Associates also assists private sector firms interested in working with state or local jurisdictions in improving the effectiveness and efficiency of the building regulatory process and designs and publishes relevant streamlining materials such as the recent "Guide on the Benefits of IT and Streamlining to Disaster Preparedness, Response and Recovery."

PERSONNEL

Robert C. Wible is the founder and principal of Robert Wible & Associates and brings to the firm, 30 years of professional experience in the building codes and standards field, including 21 years as Executive Director of the National Conference of States on Building Codes and Standards. While with NCSBCS, Mr. Wible worked directly with the National Governors Association, U.S. Conference of Mayors, National Association of Counties, and the International Code Council on building code and public safety issues. He also oversaw regulatory programs for manufactured housing, established and managed an interstate compact for the regulation of industrialized/modular buildings and was a co-founder in 1980 of National Building Safety Week.

Mr. Wible founded the Alliance for Building Regulatory Reform in the Digital Age in the summer of 2001 with the assistance of the National Governors Association, U.S. Conference of Mayors, National Association of Counties, American Institute of Architects, Building Owners and Managers Association, International, National Association of State Chief Information Officers, National Conference of States on Building Codes and Standards, and thirty other national associations and governmental agencies. In June, 2007 Alliance national activities were moved into FIATECH for which Mr. Wible currently serves on a part-time basis as FIATECH Streamlining Project Manager.

Among his numerous publications are several studies on regulatory barriers to affordable housing, streamlining best practices, Return on Investment for applying IT to building regulatory programs, and a feature article for the December, 2008 issue of ICC’s Building Safety Journal, "Keeping Building Departments Ahead of the Curve," all of which can be downloaded from the Alliance website: www.natlpartnerstreamline.org

In 2007, Mr. Wible authored a text book for McGraw-Hill, "Architectural Security Codes and Guidelines – Best Practices for Today's Construction Challenges."

Partners serving as Associates are: Paul Watkins former founder and President of MobileHwy and now Chairman of the Alliance's Information Technology Industry Advisory Committee and homebuilder in Charlotte, NC; Carolyn Fitch, Concord, VA who has served as a codes specialist, and assistant project manager for thirty-five years and Lisa Wible,
Portland, OR, a grants writing specialist.

The Louisiana State Uniform Construction Code Council – development of a Statewide IT Roadmap for Louisiana's effective enforcement of the new statewide uniform building code – Spring, 2007 and aiding Louisiana in identifying Federal grant funding opportunies – 2009.

State of Oregon – Testimony before the State Legislature on benefits of adopting legislation to fund and develop Statewide e-permitting system for building code programs – Winter, 2007

The State of California Office of Emergency Services – the development and design and pilot testing within the Los Angeles Basin of interoperable mobile field inspection technology to enable the state to build regional and then statewide network of disaster safety/damage assessment inspectors. Spring, 2008 – Present

U.S. Department of Housing and Urban Development (HUD), design and production of an electronic "Guide to More Effective and Efficient Building Regulatory Processes Through Information Technology." Fall, 2006

In addition to the above Robert Wible & Associates has provided individual consultations on streamlining and I.T. needs to a number of state and local jurisdictions nationwide including: Charlotte County, FL; Fairfax County, VA; New Orleans, LA; Richmond, VA; Richmond Heights, OH; Salem, OR; San Antonio, TX; State of California, (several agencies); State of Oregon, Oregon Building Codes Division; and the State of Wisconsin, Department of Commerce and the Oregon Building Officials Association (OBOA).

Streamlining and IT application projects undertaken by Robert Wible & Associates and the Alliance are have reduced the amount of staff time it takes to move a building through the regulatory system by up to 60%; getting buildings open, hiring employees and on tax rolls sooner and saving both jurisdictions and building owners $100,000’s in reduced regulatory processing time.
